The Delhi High Court on Friday, October 16, 2026, refused to pass an urgent order on a plea by a woman journalist seeking a stay on the investigation in a case filed by a police officer alleging casteist remarks and public humiliation against him during a protest near Jantar Mantar earlier this month. Justice Mini Pushkarna said that due to paucity of time she could not pass any order without hearing the police side, and added that the matter would be heard after the Dussehra vacation. The High Court will remain closed from October 19 to October 26. When the counsel for the petitioner urged the court to stay the investigation, the judge said, "No, not like this. I cannot pass any order without hearing them," and, on the urgency expressed by the petitioners' counsel, listed the matter for October 27. The journalist's counsel submitted that the matter deserved an order that day directing a complete stay on the investigation in the FIR. He also informed the court that on Thursday, October 15, 2026, the Supreme Court had directed that no coercive action be taken against the journalist, and said the State counsel should give an assurance before the High Court that they would not proceed against her. He argued that the FIR by the ACP was lodged only to intimidate the woman from pursuing her complaint against him. The journalist's petition was filed by advocate Saimon Farooqui. During the brief hearing, the State counsel submitted that the journalist was already protected by the apex court. The court also adjourned another plea by the journalist's male colleague seeking quashing of an FIR registered against him. Earlier, the journalist had filed a sexual assault complaint against Assistant Commissioner of Police Vivek Bhagat, which is being investigated by the Delhi Police's Crime Branch. Delhi Police registered the FIR against the independent journalist and others on a complaint filed by ACP Bhagat, posted at the Connaught Place sub-division of New Delhi district, who alleged casteist remarks, public humiliation and defamation directed at him during the protest. The FIR was registered under relevant provisions of the SC/ST (Prevention of Atrocities) Act and Sections 221 (obstructing a public servant from discharging duty), 356(2) (defamation) and 3(5) (common intention) of the Bharatiya Nyaya Sanhita (BNS). According to the FIR, ACP Bhagat was performing law and order duty near Buta Singh roundabout near Jantar Mantar on October 3 when he allegedly overheard the woman journalist making derogatory remarks about his Megh/Meghwal caste in public and questioning his appointment as an ACP. The complainant alleged that he ignored the remarks and continued performing his official duties, but that around 3 p.m. the same day the journalist allegedly accused him of sexual assault during the handling and detention of protesters and repeatedly confronted him along with her colleagues, thereby obstructing his official work. Mr. Bhagat also alleged that the journalist and some members of the Cockroach Janta Party (CJP), including Abhijeet Dipke, Ashutosh Ranka, Saurav Das and Ratna Singh, circulated posts and reels on the social media platforms X and Instagram accusing him.

ED files supplementary PMLA complaint against five accused in Rs 14.95-crore Bengaluru bank fraud

The Enforcement Directorate's Bangalore Zonal Office filed a supplementary prosecution complaint against five accused persons, including Ayub Sayyed, before the Special Court under the Prevention of Money Laundering Act (PMLA) in Bengaluru on October 5, 2026. The complaint relates to the alleged laundering of approximately Rs 14.95 crore siphoned from Dr BR Ambedkar Development Corporation Ltd (ADCL) through a bank fraud in Bengaluru. The ED initiated its investigation based on an FIR registered by the Central Bureau of Investigation's Anti-Corruption Branch (CBI-ACB) in Bengaluru under various sections of the Indian Penal Code and the Prevention of Corruption Act, 1988, which are scheduled offences under the PMLA, 2002. The investigation revealed that the accused allegedly opened a fake current account in the name of ADCL at the State Bank of Mysore's HAL II Stage branch in Bengaluru using forged documents and impersonation. According to the ED, four fixed deposits worth Rs 5 crore each belonging to ADCL were subsequently closed prematurely using forged term deposit receipt (TDR) and fixed deposit receipt (FDR) instruments, along with fabricated pre-closure letters. This allegedly resulted in the siphoning of approximately Rs 14.95 crore, which the agency identified as proceeds of crime under the PMLA. The ED further found that the proceeds of crime were layered and laundered through multiple bank accounts belonging to individuals and entities, and the funds were subsequently transferred and withdrawn in cash to conceal their origin. Statements recorded under Section 50 of the PMLA also revealed that the funds were knowingly received, transferred and withdrawn as part of the alleged money laundering process. Earlier, on March 25, 2026, the ED had filed a prosecution complaint before the Special Court (PMLA) in Bengaluru against 15 accused persons and entities allegedly involved in the money laundering offence, and the agency had also sought confiscation of assets worth approximately Rs 6.02 crore belonging to the accused. Additionally, the ED issued a second provisional attachment order on July 22, 2026, attaching an immovable asset worth Rs 24 lakh belonging to one of the accused.

Retired 1992-batch IAS officer Subhas Chandra Lal Das has taken charge as chairman of the Delhi Electricity Regulatory Commission after Delhi Power Minister Ashish Sood administered the oath of office and secrecy to him on Thursday at his office in New Delhi, according to ANI. Sood congratulated Das and said his long administrative experience would be valuable in strengthening Delhi's power sector, while emphasising the Delhi government's focus on transparency, accountability and protecting electricity consumers' interests. Das is a retired 1992-batch IAS officer of the AGMUT cadre and most recently served as secretary of the Ministry of Micro, Small and Medium Enterprises, Government of India. According to biographical information provided by The Secretariat, he was born on 10 April 1966 and holds a BSc in Statistics, an LLM from Delhi University and a Master of Public Health from Johns Hopkins University; he is proficient in English and Hindi. During his administrative career, he held positions including secretary, director, joint secretary, principal finance secretary joint equivalent, contracts officer, deputy secretary and additional secretary to the lieutenant governor. On 16 September 2026, The Secretariat listed his appointment as DERC chairman following his tenure as secretary in the MSME ministry. DERC regulates Delhi's electricity sector and oversees matters involving power distribution and consumer interests, including electricity tariffs and power procurement by distribution companies. The commission was constituted by the Delhi government in 1999 under the Electricity Regulatory Commissions Act, 1998. The post of DERC chairperson had remained vacant since July 2025 following the retirement of Justice (Retd.) Umesh Kumar. In May 2026, Lieutenant Governor Taranjit Singh Sandhu constituted a committee to recommend candidates for the appointment of the DERC chairperson and two other members. Das's appointment places a new chairperson at the helm of the regulator, which plays a key role in decisions concerning electricity distribution and consumer interests in the National Capital Territory of Delhi.
