High Court directs panel to proceed with demolition of Chander Kunj Army towers The Kerala High Court on Friday (June 12, 2026) directed the committee led by the Ernakulam District Collector to proceed with the demolition of the twin towers of the Chander Kunj Army apartment complex at Vyttila, developed by the Army Welfare Housing Organisation (AWHO). Unique Project Limited, the petitioner, approached the High Court seeking directions to issue a ‘confirmation of work’ for demolishing the B and C towers in the housing complex. The company challenged the committee’s decision to award the work to another firm, Edifice Engineering. Narayana Pisharadi refused to stay the committee’s decision to finalise the tender in favour of Edifice Engineering for the demolition work, even though the company had placed second in the financial bid. Unique Project Limited, the petitioner, had submitted the lowest quotation. The State, represented by Additional Advocate General Muhammad Shah, argued that the contract was awarded to Edifice Engineering based on its technical expertise and experience in the safe demolition of buildings without any impact on adjacent structures. He further argued that the evaluation of the tender carried a 70% weightage for technical capabilities and 30% for the financial bid. Edifice Engineering secured the top rank in the bid evaluation, while the petitioner was placed third.

Police propose measures to tackle Kochi city’s traffic woes on a war footing The Kochi City police will issue directions to various departments on the immediate measures to be taken to ease persistent traffic congestion at key locations in and around the city. The move comes as part of a coordinated effort initiated by the police to address the city’s long-pending traffic woes, which have worsened owing to the reopening of schools and ongoing works on the Kochi metro extension and the national highway. The police’s plan is to identify and implement short-, medium-, and long-term solutions in a phased manner. The traffic choke points identified by the police include Edappally, Palarivattom, Cheranalloor, Edachira, Vyttila, Thiruvankulam, Thevara, Bolgatty Junction, Pallimukku, High Court Junction, Kaloor, Kadavanthra, Pachalam, and Vathuruthy. The police have already identified the issues requiring urgent attention, and recommendations will be issued to the departments concerned, including the Kochi Corporation, Public Works department (PWD), Kerala State Electricity Board (KSEB), National Highways Authority of India (NHAI), Kochi metro, and the Kerala Water Authority (KWA), a senior police official said. “The suggestions have been prepared after a detailed analysis of each traffic hotspot. They will include immediate measures such as cutting obstructive trees, removing obstacles, ensuring free left turns, and repairing defunct street lights,” the official added. District Police Chief (Kochi City) Kaliraj Mahesh Kumar recently convened a meeting of various departments to discuss the issue. The departments were also asked to submit proposals to address the traffic crisis.

‘Deep-seated’ bias for male child persists despite improving sex ratio, says Supreme Court The Supreme Court has observed that although the country’s child sex ratio has shown “clear signs of improvement”, the continued prevalence of sex selection practices reflects “deep-seated patriarchal preferences” for a male child. Mishra made the observation while dismissing a Maharashtra doctor’s appeal challenging criminal proceedings against him under the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994 (PCPNDT Act). Referring to various schemes introduced by State governments to curb female foeticide and improve the condition of women, the court said these reflected sustained efforts to address the systemic discrimination faced by “the girl child in an inherently patriarchal” society. However, it pointed out that several States continue to record sex ratios at birth below the national average. “According to official Government of India data, the country’s sex ratio has shown clear signs of improvement in recent years... Nonetheless, several States still report sex ratios at birth below the national average. This shows the continuing presence of deep-seated patriarchal preferences towards a male child and the ‘behind the curtains’ prevalence of sex selection practices,” the Bench said. What are the consequences of India’s falling sex ratio? Justice Ranjitsinha Raja Bhonsale made the observation while refusing to quash a sexual assault case filed against a Mumbai resident accused of groping his domestic worker. The Court remarked that cases involving allegations of sexual offences against women and similar cases ought not to be thrown out on the sole ground of there being an unexplained delay, unless the delay is attributed to malicious intent or a vendetta. Justice Bhonsale observed that there could be various reasons for the delays in reporting such cases, including the social stigma attached to the victims of such offences. “In offences like sexual offences or offences under section 498A (marital cruelty) of the Indian Penal Code, delay will have to be construed and considered in the facts and circumstances in which the offence takes place. In a traditional society like ours, unfortunately many families find it exceedingly and extremely difficult to initiate even a genuine criminal prosecution when such nature of offences are involved,” the Court observed. The Court made the observation while dismissing a plea filed by one Nandakumar Panicker to quash a criminal case filed against him under Section 354 (outraging a woman’s modesty) of the Indian Penal Code (IPC). Panicker had argued there was a 21‑day delay in lodging the FIR which implied the complaint was an afterthought. He relied on CCTV footage of the building, and pointed to the investigating officer’s failure to record the woman’s statement.
